Rural Surcharge, which DBF File MOM 3.0, need to update rural rate

In MOM 3.0, the current rural surcharge is "$1.75" for UPS Rates..

This info in the System Information -> Global Parameter -> Shipping menu

Which DBF table contains the "Rural Surcharge" field so I can manually adjust the value??
