Adding a new USPS shipping Cost Table?

Is there a way to add a new Cost Table? We are using First Class for small parcels (not letters) and the only way for us to get delivery confirmation on these in MOM is to edit each box, uncheck LETTER, check PARCEL, then check DELIVERY CONFIRMATION.

It's very frustrating that I can't set defaults! Or can I? Is there a file I can edit?
